That is a broadcast aux segment.
Ancient rpu's and news mobiles were there.
Sometimes used now for IFB service.
Sporadic e will kill them if there is more than one station.

That's Digital Radio Mondial. It's basically Digital Shortwave.
That's been around for years. I don't believe it presents any threat
to amateur radio. In fact, increased use of Shortwave would probably
be good for amateur radio IMO.
