You will see short towers with a taper base in circumstances where the
tower is out in the open in a windy area and even though short, is
holding a high wind load.  An example is a short tower out in the open
on the flat northern Illinois prairie, holding a pair of andrew
microwave dishes.    Because of the dishes and a location where winds
can reach over 70 MPH the tower is on a point so it can move a very
small amount if under enough force, and the guy cables will absorb the
stress.  You wil also see tower guy anchor extensions sticking out
which help the guys control rotation to minimize the dishes directing
their beams away from their target antennas.
