Worrying about nylon tie-wraps exposed to UV is  always a worry. In mission 
critical applications, I cover them with  tape.
 
    As for the purpose of the zip tie, methinks its  purpose is to prevent 
the upward-facing end strands from unraveling when ice  comes sliding down the 
Phillystran. You live in Louisiana, I wouldn't worry  about it.
