Interestingly, this was not in a section of the cable that had the light
coat of rust. Other than those two small breaks, the rest of that area of
the cable looks fine.
You're allowed a total of six broken strands (out of 7 x 19) and still
be within spec.

I wouldn't bother. Unless there is serious rust (yours isn't),
real damage (which I doubt yours doesn't have) or the aforementioned 7 or more
broken strands, you're fine.
