For years the concrete base was standard on smaller towers which tend to 
be more flexible. ROHN still recommends that approach for bracketed 
towers, but the pier pin base for taller, guyed towers. Using the pier 
pin removes most of the torsional forces at the base, which with larger 
antenna systems can be considerable.  With the smaller systems it 
probably doesn't make a nickels bit of difference. 

I'd stick with the manufacturers recommendations and use the pier pin 
base  as long as the tower is not bracketed to a building.  OTOH I find 
when working by myself that the concrete base installation is easier. 
Still if using a large antenna or the possibility of installing a large 
antenna exists I'd certainly go with the pier pin.
