My experience has led me to use either PB-Blaster, or Mouse Milk. Apply 
liberally and let  set overnight.

On larger screws/bolts, I use a cutter wheel to slot them and use a 
"Hammer operated" impact screw driver.
The "hammer" used in this case is a 5# Engineers hammer.
