Crankup with a separate electric winch for crank up/down and tilt would seem to offer a really good solution to N3HRT's question. US Tower and TriEx (Tash) offer 70' crankups that could fit within his fiscal budget and height requirement. Hazer was suggested, can one of these work if the tower is guyed and the antenna(s) would need to come down through the guys? I have always liked the idea but have never seen one in use.
