Yes a lightning rod on top of the tower above everything else is a good
idea. But it does no good to run a separate ground wire for the rod all the
way down the tower. It will flash over to the tower along the way. 

It is best to bond the lightning rod to the top of the tower and let the
tower be the conductor. It will be anyway via flashover. Also bond all of
your cables at the top and bottom of the tower. Bond the bottom of the tower
to your ground rod/radial system.
