I have heard of this being done in 2-way and cellular shelters. It's usually
better to have the system ground OUTSIDE the shelter, but in some special
conditions this could work. Of course, also best to bond ALL the ground
points together (even though you state this would be a long run in your
case).
There's a product called Fast Plug (available at the box stores) which is
basically a fine fast-dry concrete powder in a gallon can. You mix it with
water and use it to stop water leaks. I have not used it as you describe,
but I have used it to plug a leak in a concrete wall where the water main
penetrates the wall and enters the house. It sets up quickly and is easy to
work with. One or two globs on the inside & outside and the leak stopped.
