NFPA 70 (NEC) is available on line to read for free:
http://www.nfpa.org/aboutthecodes/AboutTheCodes.asp?DocNum=70&cookie_tes
t=1

This requires a membership, which is also free.

It's a "read only" file.

You also need to be able to interpret it "correctly" (i.e., the same as
your local code enforcement people interpret it). There is a forum on
the Web ("Mike Holt" is the name I recall) where professionals debate
how this section relates to or contradicts that section and which of two
similar but different rules applies in some particular situation. Mere
mortals can subscribe to that forum and read the discussions but are not
allowed to participate: I tried asking a question once and was told:
"Call an electrician."
