I found many areas on my 25G where I could tip the accessory shelf and insert it diagonally. It was necessary to move it vertically to find a spot where I could out the "U-bolts" to hold it. I don't remember for sure if I put it in aligned with the legs, or rotated it to align afterwards. The shelves on all of my towers are smaller than the space between the legs. On the 45G, to get a tight fit I had to make 1/8th inch spacers for each leg, I didn't for the 25G, but it was what I'd call a loose fit.

The easiest "points of entry" are at the junctions of the 10' sections
As Gerald mentioned the place in the top section with no cross braces, such places exist at the junction of each section. Personally, I don't I don't like mounting the rotator close to the top. My preference for normal installations is at the junction of the top section and the next one down, but there are many places where you can insert and mount the shelf. For me, the shelf was the easy part.

My problem was getting the Ham IV into the tower. Apparently there are some variations in the diagonal bracing. I don't remember if the gap is large enough at the junctions of the sections, but if it is, you could insert the rotator, raise it up enough to get the shelf under it, mount the shelf and then set the rotator on it.
