That's contrary to my experience. I've had many SS nuts and bolts gall upon
removal that did not gall upon application. However, it has not recurred
since
I started using anti-seize compound.

I've never had SS hardware gall during the loosening process if it was
*truly* successfully tightened without any galling. And even WD40
accomplishes that.
