HyGain still sells the base:
TB-70 TOWER BASE, FOR HG-70HD (871147), 131-1 $349.95
I bought one for my HG-54HD ten years ago, The shipping charges are a bit steep
and no provision for tilt-over. My friends constructed a "dead-man" for that
