be able to just form it. For a square hole I’d think that making it square

how big a diameter is that circle? A couple feet?
I've seen truckloads of coils of rebar going by me on the freeway, so I suspect
it's something you can just order and cut to size. I suppose a suitable bending
jig (like a drum full of concrete or something) with a long piece of pipe to
help give leverage would also work. 1/2" rebar is bendable by standing on it
and picking up the free end.
It also doesn't have to be circular with micron precision. 24" laps seems a bit
long, considering the circumference of a 2 1/2 foot circle is less than 8 feet.
Maybe they're assuming you'll use a 10 foot piece of bar to make the circle?

I’ve always just dug a hole – usually around 3 x 3 x 3 ... put the
tower section in (with temp guys) ... put in a few pieces of 1/2” re
bar and been done with it .... but now I have to follow the Rohn
specifications which seem onerous at best (I know, I know – guys that
say “follow it to the letter”) ... and I’ve no clue what #4 circular
tie is. SURELY its not #4 rebar BENT in a circle!?
Googling so far hasn’t shown me anything that helps.
