Your neighbor should make sure the power leads to his pump is thoroughly 
connected to the well casing by a surge protector.


It is not the voltage/current in the ground that takes out his pump, it's the 
spike coming via the power leads. The well casing is a very good shield.

Lightning strikes and deep well pumps are a not good pair. My neighbor 
(non ham) had to replace his 3 times in 4 years, 560' deep, $2700 each.
