As I read it, every light needs to be verified operational every 24 hours by visual or automatic means and

when a top light is out only 30 minutes is allowed to notify the FAA from failure, and re-notification is required if not fixed prior to the NOTAM expiring plus

record keeping for two years of every inspection and notification.

It is not specified, but my guess is the FAA takes a dim view of lights out for more than a few days. ;)

Plus painting and repainting when faded.

You REALLY have to want to go higher than 200 ft! Quite a hassle unless the tower is exempted.

Prior to buying this country QTH, I checked to see if the six dirt strips
within the 3-4 miles were 'real' FAA airports.
They were not so I believe notification was not required.  However the usual
FAA height restrictions apply.

If you have to file and get an FAA determination, you can do it on-line and
there is no charge.
FAA determinations can take as long as 90-days.
