Although the dielectric is mostly air, the electric
field is not uniform, and is actually much higher
near the wire, right where the dielectric is.
The effect is greater than you might think. My
450 ohm line is made of AWG 4 stranded aluminum
with THHN insulation. I had to increase the spacing by
about 10% to account for the dielectric.
