The concrete is porous so moisture will get to the part of the bolts in the concrete. A knowledgeable concrete and steel engineer might be able to recommend some liquid based protectant to penetrate the concrete and reduce the corrosion potential. Above the concrete you can go a number of ways from painting to cold galvanizing to...

There are electronic systems that impose an electric current to oppose and hopefully defeat electrolysis which can be a problem with dissimilar metals in contact with an electrolyte. These days rain water is NOT an insulator but typically an acid solution that conducts rater well and aids in corrosion problems.

They are composed of hardened 5/8 x 18 threaded rods (non-galvanized) and
the bolts are used for adjusting the tower for plumb, so I'd like to
preserve the ability to adjust them at some point again.  So something that
would leave the nuts still adjustable down the road is preferable, even if
has to be re-sealed/coated at that time its fine.

Suggestions?
