There was some discussion here recently on this subject. Think all agreed that 
what one reads at X feet may be totally different than at Y feet, but for wx 
instrument siting the following is what the NWS uses as their standard. While 
aimed at airports where most (but not all) Federal wx observations are taken, 
the NWS realizes that volunteer wx observers reporting to the NWS may be unable 
to meet some or all siting standards.
