The item of concern to me would be the house attachment.
I hope it's in the attic, so you can tie into several studs and joists.
It's so low the tower has a lot of leverage!
Tie the pulley to the same structure and keep the rope inside when not in use.
Use decent pulleys and have someone estimate loads, if you can't.
I have 40' of Rohn 25 bracketed to a substantial chimney at 22'.
I don't remember the lifting tension, but it's several hundred pounds, a good 
pull on a four part block and tackle.
I plan a winch, but I plan several other things too....Some may happen.
If you are in decent shape and can get two similar friends, you can walk up 30' 
with the small beam.
I can walk up 30' with no beam by myself, but it's heavy.
I'm a bottom feeder, towerwise, so I use 2" EMT for my  mast.  I even use EMT 
couplings, to get the rotator nearer the ground.
Drill the emt, so the screws in coupling will poke through and make a positive 
torque connection to the tubing.
About four yr of faultless performance, so far, with an old Thunderbird, works 
the world.
Oh yes, the base.  Rohn base, or hamfest clone, is fine.  Just don't rely on it 
for side loading.
Keep the alignment under control, because the hinges really have no strength 
other than straight on.
And the concrete?  A pad barely larger than the base and a foot deep is fine, 
unless you live in a bog.
Maybe deeper if you have serious frost heave.
A metal plate with a couple of pins in the ground would work too.  We do this 
at Field Day every year.
