It's probably anti-seize or penetrox conductive material.  

Vendor's installation sheet recommends using that on the ground lug
connection as you stated, but not on the ground strap.

Folks,

Andrew includes with its grounding kits a small squeeze packet of a dark
grey - almost black - viscous liquid, to be placed under the contact point
between the ground lug and the tower. There is no printed information,
either on the packet or in the accompanying instruction sheet. Does anyone
know what this substance is, specifically, either its generic or trade name?
