I agree, a 4 inch lean is of no importance in a fixed tower.
4 inches out of 40 feet is only about 1/2 degree.
In a crankup, a lean could possibly make the sections bind
like they do in a stiff wind.  Even this is not a big
problem if the tower has positive pull down.
