Have you considered getting one of the cheap NanoVNAs? they're around $50, and measuring a 50 MHz beam (and the feedline) would be easy for any of them.

For the Tx output, you pretty much need to have some sort of load that can take the power.   Of course, if your antenna is 50 ohms at the desired frequency, then it can be the load.
