If I recall the KT-36 has a simple 4:1 current balun and the elements are
quite complicated with a lot of capacitors shorting bars and spacers. I
would suspect something is wrong with one of more of the complicated element
parts or possibly a broken driven element phasing line.

As far as I can recall, when installed about 12 years ago, it was in
the middle of the band, but obviously is low now, especially on 15 and
10 meters.
I am fairly sure there is no problem with water. The only thing I can
think of is the balun.
