The ultimate in  40 meter rotatable dipole is the OptiBeam  OB1-40.  
SWR issues - minimal.

actually enjoyable to build. Turning radius is 21 feet. SWR curve is smooth 
like in the assembly manual (I set my D40 element lengths to resonate around 
7.020Hz.)  You will need to wind a coax balun for the feedpoint - IIRC, it's 12 
turns about 6 inches in diameter.
