[3830] H40AA, bad op

yesterday i heard one of the H40AA operators listening
between 21300 and 21350. today i heard that same operator
on 20meters listening between 14200 and 14230. in my opinion
thats an unnecessary amount of QRM in a allready crowded
band. there are many other ways to keep the rates up and the
QRM down. this operator has many years of experience and
should know better.
