[3830] YU4/YT4/YZ4 clarification

A note of clarification....

The only authorized prefix for Bosnia-Herzegovina since October 15, 1991 is
T9.  Contacts made with stations using YU4/YT4/YZ4 during a contest count
only as Yugoslavia.  You may leave them in your log for QSO credit or
Yugoslavia multiplier credit.
