K3 at 100W and Win-Test.

A little better than last sprint, but many inherited frequencies and CQs came
up empty.  Numerous multi-minute gaps between QSOs. The rate fell below 60 for
the last hour.  Missed ME, VT, AL, AR, OK, NV, UT, ND, and NE.  ON was the only
VE section worked.  Surprised to have KL8C answer a CQ on 40.  The noise levels
were low.
