Comments:

The consensus last year seemed to be "Worst Conditions Ever."  We'd
hit bottom, it couldn't get any worse.  What we didn't keep in mind was a
partial government shutdown.  The folks at the Propagation Department (the
secret CIA cabal that controls HAARP) have to show up for work, but aren't
getting paid.  Already in a snarly mood, the Supervisor realized RTTY Roundup
was coming up, and decided "If I'm not having any fun, they aren't
either" and while I'm not *saying* that they messed with the giant HAARP
array, I did hear him saying "They thought last year was bad, hold my
beer."

I can't even imagine what my happen if the shutdown isn't over by the time NAQP
CW starts.  They *might* just be cruel enough to do this to us again, *while*
we're running low power.
