Pointed to EU for first 15 minutes only 2 EU QSOs

Why do all of the numb from the neck up operators seem to be on 20m at 1900? 
CWT members just come on an occupied frequency and start calling CQ.  This has
not been an issue in the 1300 UTC sessions at least for me on 40m.
