Better to test used vacuum relays with a high potential tester upon 
receipt of the merchndise.  When we were buying used-surplus RJ-1A vacuum 
relays, we saw a bad-vacuum rate of around 30%.  
-  It seems that neither RF Parts  or Fair Radio checks their vacuum 
relays with a high potential tester.
