Yes.  However, with the high speed switching circuit's ECBS, whenever 
current flows through the relay coils, current flows through the opto 
input.  This turns on Q1 which connects the cathodes to the neg. hv 
supply.  The ECBS switches in <10uS. There are no contacts to wear out.  
It makes no noise.  The bias is always in sync with the status of the RF 
relays.
