[AMPS] alpha 89 hv fault

I re-tapped the transformer to 220v. It seems to be running well now. The
service puts out 230v, so this seems to be the correct tap.

The drive problem seems to be resolved by having 2 settings for the drive.
One for 10-20m and another for 40-160m. I just put a bit of tape w/marks
behind the knob. Helps to see it after a few hours of contesting.
