Geez I feel silly. When I wrote:

"On the 21 and 28MHz switch positions, I can apply some 24.9 MHz rf drive
and I get an output shown on the power meter. If I do the same on the 24MHz
position, I get plate current and grid current but absolutely ZERO output."

I should have said, I get no 24MHz output on the 21 and 28 MHz positions as
well.
There is no output on 24 MHz anywhere.

Hope that gets rid of the conflicting evidence. I guess I should have read
it before hitting the send button.
