there's often a simple practical reason for measuring cathode current 
instead of anode current.  the cathode is usually at (or very close 
to) ground potential, so the metering components can all have low 
voltage ratings.  in contrast, the anode is at high voltage, so a 
series ammeter, for instance, has a high potential (pun intended) for 
front-panel danger.  i personally measure cathode current (0.5a or 
higher), and ignore screen current (0.02a or so) and grid current 
(0.00001a or less).
