you bet it can!  and then the ammeter is close to ground.  this is a 
good thing, but it requires a bit of thinking about *NOT* grounding 
filter capacitor cans, etc. 

a really great way is to build the supply with B+ and B- both 
isolated from ground, then put the meter in the connection from 
ground to B-    

there are scads of examples of this in handbooks for the last several 
years.
