It can definitely change.  Especially impedances at higher frequencies, 
etc.  That's the tough part about RF.  I think you measured a capacitor.  
These are less affected by nearness to other components, shields, etc. 
than inductors, but I think you would see a modest change.  Massive?  
Unlikely unless the circuit design is terrible.  Modest?  Quite possible.
