[AMPS] Voltage rating of Tune and Load C

What is the multiplication factor of the tune  and load capacitor in
relation to plate voltage, what safety margin should be used in terms
of rating these capacitors. The ARRL Handbook does not specifically say
what it should be, it anly give a rough guide in relation to class C.
