Use only computer grade caps such as the CGS series. Buy enough extras
and try and match what you need to within 2%....then you can use 100K 5W
MOX equalizer resistors to keep heat to a minimum.
Large oil caps do show up regularly at roughly $50 for 25MF 10KV. I would
prefer oil at  your requirements.
Step-Start is mandatory in either case.
