Not only capacitors hold a charge. So do big transformers because of the
capacity. There was a case in the sixties where a big (in the megawatt
range) HV xfmr was tested; the volts were switched off, but not at the zero
point in the AC cycle. The charge in the capacity of the windings was
sufficient to kill a guy who stood on the xfmr and touched the HV terminal.

Moral: Wires are best grounded with a grounding stick, rather than a radio
ham.

Switch to Safety is fine - as the FIRST step.
