[AMPS] breakdown voltage on vac. relays

I have some vacuum relays that I will be using shortly. Jennings RJ1A. When
testing these on my hi-pot at what voltage should I start to see a
breakdown? I tested one this morning and it started to breakdown at around
5.5kV.
