I worked in that lab over 30 years ago, as an apprentice. The fun came if
you got an air bubble in the water - the 50 watt resistors would burn up in
apparently half no time at 30kW if that happened. But it's a pretty good and
accurate system.

BTW, the site has changed, and that building has been flattened
