They do meet a standard and work very well at those levels. Maybe you
just do not realize there are many standards.
Just dont expect them ( or any cap) to work way outside their ESR and
dissapation ratings. In many apps they may work quite well even outside
of their ratings...it all depends upon how far you push it.
Cheap and small aint often better!
