[AMPS] More on 91b Problem, Any Ideas?

I have been doing more testing, still not working.

To answer some of the questions I have received...
The coax is all RG213 (4 to 8 foot lengths).
The dummy load is fine.
I have tried several different keying line cables (all of them shielded).
I am keying from the RCA relay output on the 1000D... and yes I flipped the
switch inside the 1000D.
The swr is no problem (according to the rig swr meter, amp swr meter and
Daiwa meter).
I don't have a Bird watt meter, although I checked the output from the rigs
with the Daiwa and they are same as rig says.
I have tried various different coax jumpers of various lengths, no
difference.

Still max pwr out is 1000w.

Not sure how to read the LED's so I will describe this way:
 HV no load 1 LED to the left of the last one (2850 V ?)
 HV w/50w drive 2 more LED to the left (2550 V ?)
 I w/50w drive 7 LED from the left (guessing around .6 A ?)

The I seems a little low to me ?  Can anyone with a 91b comment on what they
see?  I am guessing that the I ought to be more like 0.9 A ?

As a sanity check I * V * efficiency = output  (2550 V * 0.6 A * 0.65) = 995
W
which is pretty close to what I am seeing on the watt meter.

Given this additional info... anyone have any ideas ?
