Would you believe that some early commercial rigs for amateurs did just that
to control output?

Even more incredible is that one club over here went out on a VHF contest,
and in order not to overdrive the brick 'linear', they put a big resistor in
series with the power lead to the xcvr! Then they used enough mic gain to
get the meter to flicker to the right point.
