Don't overlook some of the handheld LCR meters on the market.  They're
surprisingly accurate for this kind of work.  They don't quite live up to a
lab grade unit from GR or HP,  but they're still pretty good.  I borrowed a
pair of them a while back and I was pleasantly surprised (and I started out
quite skeptical).
