I agree, Bill.  I don't think we should encourage CBers to operate QRO.  
But why restrict the sale of ham amplifiers to hams on 10 Meters?  The 
fact is that the same people who obey the CB laws would also obey those 
laws if ham amplifiers were not restricted.  Those who break the CB power 
limit laws law will tend to do so no matter how many laws or restrictions 
there are on the sale of 10M amplifiers to hams, etc.

Prohibiting 10M commercial amps from being sold is like saying that a 
non-handicapped person can't park withing 20 yards of a handicapped 
parking spot.

I agree that handicap spots are OK.  I also feel that I should be able to 
park right NEXT to a handicap spot without impunity.  In ham radio, as an 
amplifier manufacturer I cannot do that.  I can't legally sell a 10 Meter 
amplifier to a ham (at least not according to the rules as I understand 
them).

My point is that no matter how many additional laws we pass to try to 
enforce a particular  standard, there are still people that will continue 
to break that law regardless.
