[AMPS] Old model Commander question

I have the possibility to buy in Sweden  a Commander with one panel
instrument and it is said to have two 3CX800s and a black panel. I
understand it is an old model. 

Questions:

Any comments?
Is it good?
Problems?
Pi or pi/L output?
How old?
Second hand value?
Can it be used on the WARC bands?
