[AMPS] Drive for 2x4-400A GG

Hi All,
Now I currently building Amplifier for SSB 80 meter band using two Eimac 
4-400A tube in Grounded Grid Mode. I got problem from my tranceiver that is 
not enough power for driving this amplifier until full output. With 100 watt 
drive only produce 600 watt output and plate current are quiet low only 
indicating betwen 300 to 400 ma. I have no maching input (tune input) and 
tranceiver output directly connected to filamen. How to design maching input 
for this tube ? so I can drive this amplifier until full output for only 100 
watt drive.
