Not necessarily true. 

Tubes with low operating frequency limits are almost always the 
worst tubes to stabilize.

The reason the max operating frequency is so low is because the 
leads are long and somewhat thin and elements sometimes large. 
Long leads with lots of stay C makes a nice oscillator, and may 
require 1930's suppression technology.
